If Volodymyr Zelenskyy is Time's Person of the Decade for the 2020s, then the market resolves to Yes.
If Time doesn't announce a Person of the Decade before Jan 31, 2030, all markets resolve to No.

Additional prohibitions
- Persons who are employed by any of the Source Agencies are not permitted to trade on the Contract.
